Generally, the size (diameter) of mitochondria varies with the different organs as well as different organisms, and usually depends on the degree of energy consumption of functional part of the body. Plant cells have smaller mitochondria than animals'. Mitochondria in muscles cells are much bigger, etc.... For the second question, it is because the breathing rate always depends on the concentration of CO2 in blood rather than the oxygen concentration. Low O2 level in blood doesn't stand for high CO2 level in blood. Thus even reducing the O2 concentration in inspired air, sensors in body only detect the unchanged CO2 concentration in blood, then no change in breathing rate.
